In reply to your letter of the 1st instant No.28149, respecting piracy in the vicinity of Hong Kong, I am commanded by my Lords Commissioners of the Admiralty to request that you will inform Secretary Sir E. Grey that they concur in his proposal to approve the language held by Sir J. Jordan in his conversation with Admiral Li on the subject.

I am to add that the naval authorities have been directed to report as soon as possible any arrangements made with Admiral Li as to naval co-operation.
